Google Ads and Facebook Ads in Zimbabwe: what a small budget can really do
How much to spend, which platform to start with, what a lead should cost in Zimbabwe, and the mistakes that burn budgets fastest.

Paid advertising is the fastest way to buy attention in Zimbabwe, and the fastest way to lose money if you run it the way most local businesses do: boost a post, watch the likes, wonder where the sales went.
Here is the practical version. What ads cost here, what a lead should cost, how to structure a campaign on a genuinely small budget, and how to know within two weeks whether it is working.
Google or Meta first?
Choose by intent. If people already search for what you sell, borehole drilling, car parts, accountants, freight, solar, then Google Ads captures demand that already exists and usually produces better-quality leads. If people do not know they need you yet, or the product is visual and impulse-friendly, Meta creates demand more cheaply.
Most Zimbabwean service businesses should start with Google search ads on a handful of exact phrases plus their city, and add Meta once the offer is proven. Most retail and consumer brands should start with Meta.
What things cost here
Zimbabwe is a cheap market by global standards. Clicks on Meta often land in the low cents, and Google clicks on local service terms are typically a fraction of what the same term costs abroad because so few businesses are bidding.
As a working benchmark for a small service business, a qualified WhatsApp enquiry usually costs somewhere between one and five USD once a campaign is tuned, and considerably more in competitive categories like property or finance. Work backwards from your margin: if a customer is worth 300 USD to you and one in five enquiries closes, you can comfortably pay 15 USD for an enquiry.
Budget-wise, 150 to 300 USD a month is enough to learn what works in most categories. Below about 100 USD a month you will not gather enough data to optimise anything, and you are better off putting that money into SEO and WhatsApp follow-up.
Structure a campaign that a small budget can support
One campaign, one or two ad sets, three ads. That is it. Splitting a 200 USD budget across eight ad sets means none of them ever learn. Target your city rather than the whole country unless you genuinely deliver nationwide.
Send every click to WhatsApp or to one fast landing page built for that offer, never to a slow homepage. On Google, use exact and phrase match on a small list of buying terms, add negative keywords for 'jobs', 'free', 'salary' and 'training' in the first week, and write ads that state the price or the guarantee.
The mistakes that burn Zimbabwean budgets
Running ads to a page that takes eight seconds to load. Boosting posts with no call to action. Targeting all of Zimbabwe when you only serve Harare. Leaving campaigns running unattended for a month. Not answering the leads that do arrive, which is the most common and most expensive mistake of all.
Ads amplify whatever system you already have. If your follow-up is weak, advertising just buys you more people to disappoint faster. Fix the response process first, then turn on spend.
Measure it properly
Ignore reach, likes and impressions. Track three numbers: cost per enquiry, enquiry-to-customer rate, and revenue per customer. Multiply them and you know whether to scale or stop.
Give a campaign at least two weeks and a hundred clicks before judging it. Then scale the winners slowly, twenty percent at a time, and reinvest what you learn into your organic content, because the ads that perform best usually make the best social posts and the best website copy too.
